10.-(1.) For the purpose of this Part of this Ordi-

Definition.

The expression "passenger ship" shall mean,

(a.) All British, and Colonial ships exceeding 60 tous (Orl, 26 of

register, carrying more than twelve passengers and

1891.) being within the waters of the Colony : (b.) All foreigu ships exceeding 60 tons being within the waters of the Colony and carrying more thau twelve passengers from the Colony:

(c) All steam-ships exceeding 60 tons plying within the waters of the Colony, and carrying more than twelve passengers:

(d) River steamers.

As regards 10 (1) (b) the Board of Trade observes as follows:----

"The definition of passenger steamer goes beyond the definition in section 267 of The Merchant Shipping Act so far as foreign ships are concerned-see observation in clause 3, 2 (3)."

On this point the Harbour Master states that this is so, but the passenger traffic, between places in the Colony is confined to junks and small craft, whereas a very large number of foreign ships carry full complements of passengers from this Colony to other places. This also is a provision which has stood the test of many years experience here.
